It is apparent that Office lighting installation from now would be graded by electric power saving performance of the installation. The author proposes the performance accomplished by the design should be separated from electric efficacy of the installation but should be indicated by Electric Luminous Flux (lm/m^2) or Electric Luminous Flux Consumption (lmh/m^2). To obtain better saving performance, the designer would deal not with illuminance of the working plane but with luminance. The author introduces luminance image, brightness image, brightness examination image, glare image, and real-appearance image as the basis of lighting design, and shows an office lighting design example by using TAL which reaches to 33 % ELFC of the general lighting.
